This book revolves around a historical and contemporary dilemma: the relationship between the Arab press and power in all its political, social, and cultural manifestations. It also examines the repercussions of comprehensive Western dependency and its impact on the roles, trajectories, and policies of Arab media from the very beginnings of journalism in the Arab world in the 19th century, through the national struggle for independence, to the present day. The forms and manifestations of conflict and allegiance between the Arab press and power have varied throughout history. While foreign influences dominated the development of journalism in the Arab world, the Arab press was characterized by its official nature from its inception and throughout its history. The emergence of popular newspapers only began after the promulgation of the 1908 Ottoman Constitution, which marked a qualitative shift in the history of Arab journalism. The Levant is considered the cradle of popular journalism, with the Lebanese model at its forefront. It is no coincidence that Ottoman legislation restricting press freedom coincided with the beginnings of independent journalism in the Arab world. Arab journalism was primarily established by rulers, in contrast to the popular press, which expressed the ideas and interests of the Arab social forces that led the national and patriotic struggle against the Ottomans throughout the 19th and early 20th centuries, and later against the Europeans from the end of World War I until independence. The book raises several questions about the emergence of media pluralism in the Arab world. Was it a response to internal conditions, or was it imposed by American pressure and the impact of the technological revolution? Did pluralism arise from political and cultural diversity, or did it emerge from above, isolated from the social environment of the Arab world? This chapter also addresses the question: Has press freedom and media citizenship been achieved under this pluralism, and has the press been liberated from governmental restrictions?
