As a result of the changing security environment in the post-Cold War era, theoretical and academic attempts emerged to reconsider the traditional concept of security and broaden its scope to include individuals, territory, and the international system as units of analysis, rather than focusing solely on the state. The state is no longer the only actor capable of influencing international relations, given the rise of non-governmental organizations, civil society organizations, human rights organizations, multinational corporations, and other actors since the mid-1960s. Moreover, these actors have even come to be able to influence the security of the nation-state itself. However, the evolution of the security concept did not stop there. Developments in information and communication technologies played a prominent role in expanding its scope and giving rise to what is known as cybersecurity. Information technology and its far-reaching effects on all countries and societies have become one of the most prominent manifestations of globalization in the modern era. The role of modern technological mechanisms in facilitating communication between peoples and overcoming geographical barriers between countries has increased significantly. Just as these developments had clear impacts on various social sciences and humanities, they also had significant effects on political science in general, and international relations in particular. The increasing reliance of states and other actors on modern technological mechanisms in managing their international interactions has led to widespread changes in the issues and concepts of international relations. Cyberspace has become one of the most prominent arenas where interactions take place, both cooperatively and in conflict, and technological mechanisms have become one of the most important tools that actors rely on to manage these interactions.
