A crime is required even in the context of a penal code violation. A penal code is not a crime and mere risk of future harm does not qualify as a crime. A deprivation of rights under the color of law occurs when a civilian is charged with a penal code violation in the absence of a crime or competent witness to a crime. Public Officers take and subscribe an Oath of Office to support the Constitution of the United States of America, the Constitution of the State, and to faithfully perform their duties of office with dignity. Depriving civilians of their God given rights under the color of law is a violation of the Oath of Office and a Breach of Fiduciary Obligation. A conspiracy against rights occurs when two or more officers are involved in a deprivation of rights. This book is written and compiled to help eliminate and prevent the deprivation of private rights, under the color of law, for penal code violations where no crime has occurred, or where there is no competent witness to a crime, especially where general laws for relief can be made applicable, and as a tool of crime prevention to help educate the private citizens and public officers on the practice of police power for the general safety of the public; in general, for educational and entertainment purposes only, not for legal advice.
