Asset-based representation has many benefits but the most important is, by far, concentrating minorities in a single legislative chamber, allowing them to protect their economic rights and civil rights through collective bargaining and oversight. With a majority in one chamber of a bicameral legislature, they can use market power to defeat bills promoting voter suppression through mass incarceration, voter ID laws, voter registration purges, gerrymandering, and deregulated private campaign laws. If the demographic-majority wants to pass any tax breaks, defense spending, or any trade bills they will have to first negotiate and compromise on labor rights, voting rights, and civil rights bills coming from the non-owners chamber. Nothing will move in the legislature without the implied consent of the governed, focusing on the interests and security of minorities. If there is no discrimination present in the economy, minority groups are likely to be evenly distributed among the two legislative chambers, giving them proportional representation to the majority-demographic group. If during this arrangement, anti-discrimination laws are passed and enforced, preserving a competitive economy, the minority coalition won't benefit from any improved representation. As long there are no differences in income, unemployment, and home ownership, minority groups won't be concentration in the non-owners chamber. No advantage in representation is needed, with every expectation and need is met by the nation, when the demographic-majority works with minorities in a normalized legislative process. Harmony is preserved for as long as the promise is of equality is delivered. Minority groups can't simply rely on the goodness of the majority-demographic group to grant them civil rights and voting rights. Reforms could take years or decades without any recourse for minority groups. This is wholly acceptable from all rational perspectives. Most often it is the group trying to preserve their political power and profits that demands unquestionable obedience and patience, despite outright exploitation and oppression, and blatant use of violence through the police and courts. Minority groups must be more than just stakeholders, they must be active participants. They must be collaborators and progenitors on all social and political movements that create the culture and economy of the nation. Asset-based representation is the implement that will deliver the necessary reforms to justify participation. Due process often fails to yield productive results when minority groups and opposition parties chase reforms. The presence of checks and balances between branches and tiers of government in a democracy are critical to how well it performs under stress. When nations falter, their residents, citizens, and elected officials can turn to institutional protests to recapture the promise of democracy. Institutional protests like government shutdowns, debt defaults, and tax holidays are important strategies that can be relied on to provide recourse when the political markets fail to provide honest and accurate elections or civil rights reforms. They are all nonviolent and rely on the laws found in federal systems, exploiting the differences in due process and sovereignty between federal governments and states. All efforts must be made to remain peaceful when conflict between the political parties is inevitable; these strategies are inherently lawful and must be respected by all legitimate institutions and administrations. Institutional protests give all of these stakeholders, an opportunity to cure defects in leadership or cannon, without relying on individual or state sanctioned violence.
