The regional democracy enhancingrole that Norway takes on in the High North policyand its traceable influences in North-West Russiawill be explored on the way.The financial and political background, on whichNorwegian democracy assistance to Russia is based,is clarified through a review of the BarentsCooperation and the High North Strategy.Three hypothesis derived from prior research arefinally discussed in a qualitative analysis basedmainly on interviews and questionnaires with Russianand Norwegian civil society actors and actorsrepresenting authorities and grant givers.Field work was conducted in Russia and Norway duringwinter/spring 2007.
