This book presents effective strategies for developing countries to transform their demand for manufactured imports into a tool for technology transfer, enhancing absorption capacity and development, paying particular attention to how national procurement policies can be geared towards assisting technological development. The technology transfer is considered one of the crucial and complicated challenges for the development efforts of these countries, which are characterized by insufficient infrastructure and superstructure and high levels of imports of manufactured goods, both of which require a significant investment of resources. Which strategies, policies and tools could be developed and systematized with a view towards linking demand with technology transfer, therefore enhancing absorption capacity and development in emerging markets?§This book is part of a broader project which has been launched by PGlobal Global Advisory and Training Services Ltd. in cooperation with Istanbul Commerce University (ITUCU) and the Scientific and Technological Research Council of Turkey (TÜB TAK). The contributors to this book are policy-makers, academicians and experts from different countries and sectors, who are working together to establish a platform to identify problems and develop policy recommendations on procurement based on technology transfer. The book focuses on technology transfer mechanisms, public procurement policies, counter trade and offset policies and lessons learned from successful case studies, making it of interest to both academics and policy-makers concerned with technology policy and development.
