The EU's new security strategy, articulated in the 2004 Barcelona Report, adopts the human security model as the centerpiece to achieving security in Europe and abroad. The EU and African Union are partnering to implement the human security paradigm on the African continent. The EU's securitry strategy, however, does not provide a very coherent mechanism to handle the persistent conflict that exists in Africa. This paper argues that military force is underemphasized in the EU's proposed implementation of human security. And accordingly, that the EU should employ the United States Army's doctrine for "full spectrum operations" to ensure that the military component of the EU's civil-military force is capable of achieving the environmental stability necessary to carry-out the human security mission.
