A woman disappears after attending a presidential fundraiser. Detective Harvey Peterson's investigation leads to President Vincent Gilmore. But the president has a more pressing issue-a blackmailer threatens to destroy his presidency unless he turns over the contents of a safe deposit box. The box belongs to William Roberson, a computer expert known as "The Ghost," who disappeared years ago.

The president and CIA Director William Huntley decide Peterson is the perfect investigator to find the safe deposit box and Roberson. Because if things blow up, the detective will be left holding the bag. And to make sure Peterson cooperates, Gilmore threatens to send his sister to an overseas prison if he doesn't get on board. After speaking with the president, the FBI director gives Peterson genuine FBI credentials.
