Elena, a social worker stretched thin by an overwhelmed system, fights daily battles for shelter beds and housing funding, refusing to let the people in her care become statistics. And Raj, a quietly determined volunteer, begins pulling at a thread of corruption that runs further than anyone expects - straight into the machinery of a man who treats human lives, and the roofs over their heads, as inventory.
As their paths converge, Shadows Beneath the Skyline asks what it actually takes to break a cycle that feeds on itself, and pays tribute to the people who show up, again and again, to help others find their way back - to sobriety, and to a place to call home.
