This book proposes a new model for examining immigrationpolicy: the Cappiccie Lawson Evolution of Immigration Model orCLEIM. The formation of CLEIM is discussed with the final productincluding factors in the areas of: international, national,influence groups, policy makers, and triggering events. The CLEIMmodel is then applied to the United States, Germany, and Russia inChapters II - IV. In these various countries, CLEIM is applied toeach immigration policy within the studied immigration policyhistory. Policy examination of each of these countries starts atthe critical time period in immigration history for the particularcountry under study: the United States in 1882 with the ChineseExclusion Act, Germany post World War II, and Russia after the endof Communism. In Chapter V, this book explores ways for the SocialWork profession to move back to the roots of helping withimmigration policy and individual immigrant rights.
